Position: IOC Member, Chair, Future Host Commission for the Olympic Winter Games, International Olympic Committee and President, Rugby Europe
Octavian Morariu has been President of Rugby Europe and an IOC Member since 2013. In 2019 he was appointed Chair of the Future Host Commission for the Olympic Winter Games.
He is also a member of the IOC Commissions on Olympic Programme (since 2014), Public Affairs and Social Development through Sport (since 2015) and Coordination for the XXIV Olympic Winter Games Beijing 2022 (since 2016).
From 2018-2019 he was Chair of the Evaluation Commission for the Olympic Winter Games 2026 and was on the International Relations Commission from 2014-2015.
Since 2004 he has been President and CEO of his own companies, Viarom Construct, Optimal Activ and Vitalia Environment Services, following senior roles within VINCI Group and Veolia.
He was formerly President of the Romanian Rugby Federation (2001-2003); Member of the FIRA-AER (now Rugby Europe) Administrative Council (2002-2004); President of the National Sports Agency (2003-2004); Vice-President of FIRA-AER for High Performance (2004-2013); President of the National Olympic Committee of Romania (2004-2014); Member of the European Olympic Committees (EOC) Executive Committee and Vice-President of the EOC EU Commission (2009-2014).
From 1981-1987 he played for the national Romanian rugby team and for the Barbarians in 1987; from 1987-1990 he was Player and Club Captain at ASPTT Paris. From 1991-1993 he was Coach at Paris Saint Germain.
In 2012 he was awarded the Order of the Star of Romania with the rank of Knight, and in 2014 he received the National Order of Merit with the rank of Knight from the French State
