Fatema Masoud Hayat

Position: Director of International Relations and Cooperation; Islamic Sports Solidarity Association (ISSA)

Fatema Masoud Hayat is a Kuwaiti sports leader and strategist with extensive experience in organizational development, governance, and international relations. She currently serves as the Director of International Relations and Cooperation at the Islamic Solidarity Sports Association (ISSA), where she plays a central role in strengthening global sports collaboration among the 57 National Olympic Committees of the Organization of Islamic Cooperation (OIC) member states. During the Islamic Solidarity Games Riyadh 2025, she oversaw key protocol functions, including the Opening Ceremony, Medal Ceremonies, and Games Protocol.

In addition to her role at ISSA, Hayat is an elected Board Member of the Kuwait Olympic Committee (KOC) and heads its Women’s Committee, where she has been instrumental in advancing women’s sports in Kuwait. She has served as Chef de Mission for Kuwait’s delegations at major international sporting events, including the Tokyo 2020 Olympic Games and the Hangzhou 2022 Asian Games.

As a Board Member and Chair of the Women’s Football Committee at the Kuwait Football Association (KFA), where she has collaborated closely with FIFA to establish, develop, and expand women’s football and futsal in Kuwait.

Holding a Master’s degree in International Affairs with a specialization in Governance and Rights, she has been an active advocate for gender equity and sports development, including contributing to Kuwait’s women’s suffrage movement. Her leadership and expertise have earned her speaking roles at major global platforms, such as FIFA’s Women’s Football Convention and UEFA’s Women in Football Leadership Programme
